What Is Mental Age? Mental age refers to the level of cognitive functioning or intellectual ability demonstrated by an individual on a mental age test, compared to what would be expected for their chronological age.  The concept of mental age was first introduced by French psychologist Alfred Binet in the early 20th century as a way to measure a child's intellectual development relative to their peers.
